TBIPS to SBIPS Converter

Task-based to outcome-based procurement

Task-Based Informatics Professional Services (TBIPS) and Solutions-Based Informatics Professional Services (SBIPS) are the two federal methods of supply for informatics services.

TBIPS, the task-based vehicle, is where the government contracts for people by the hour. SBIPS, the solutions-based vehicle, contracts for an outcome. Outcome-based procurement transfers delivery risk to the vendor and prices the result rather than the effort.

It is harder to put in place because a task-based requirement can be issued with far less definition than an outcome-based one. Writing an SBIPS solicitation means defining the outcome, the deliverables, the acceptance criteria and the pricing structure before you go to market. That is real work, and it is why the default stays where it is.

We are building the converter to do that work. It takes a task-based resource requirement or bid and restructures it as a solutions bid. Resource categories and hours become deliverables and milestones, level-of-effort pricing becomes outcome pricing, and the converter writes down the acceptance criteria that task-based contracting leaves implicit. The intended output is a solution-shaped submission built from a staffing-shaped input.

Departments can request early access, or help shaping a requirement now. The second does not depend on the tool.

Bring one workflow and we will tell you which of these is relevant to it

A thirty-minute fit check scores a single candidate workflow against the seven dimensions the sprint uses. It ends with a plain answer about which engagement fits, or that none of them do yet.

If you are assessing us rather than a workflow, the more useful reading is the supplier evidence pack, which sets out what we hold and what we do not. The delivery method behind the work above is the three engagements, and the control model is on security and governance.
